General language learning sites/resources.

Communities
  • /r/languagelearning - Language learning community on Reddit. They have a wiki with a lot of resources, as well as links to language-specific subreddits. Good starting point for probably any language you care to learn.
  • How to Learn Any Language - A community that has many long-time independent language learners from all over the world. Excellent place to start looking for resources in your target language, or to find reviews of language learning software/techniques.
Programs
  • Duolingo -Simple online program that teaches you sentence structure and some vocabulary. Highly recommend as part of an overall language learning program.
  • Memrise - Good for building vocabulary, with spaced repetition and many courses already made by other users.
  • Anki - Like Memrise, haven't tried it, some people like it better.
Courses
These are classroom courses, so they're set up more like traditional classroom style learning.
Language Exchange Sites
These are sites that offer the opportunity to network with other language learners.
  • lang-8 - This site focuses a lot on writing practice. You can submit your writing and natives of your target language can critique it.
  • italki - This site focuses on speaking practice. You can also find tutors and teachers on this site.
  • Govoluble - You can submit writing and audio samples for critiquing, as well as have language exchanges with other learners directly through the site.

These are sites that have a lot of material and are a bit hard to stick into one category.

Games
  • Ba Ba Dum - Fun way to build vocabulary
  • Immersia - Cool interactive game that lets you practice speaking. Really hope they continue to develop this.
  • LyricsTraining - You can learn words while typing lyrics to songs. Helps you practice your listening and writing skills
  • Language Basic quizzes Take a short quiz in your target language. Brief few minutes of fun. 
  • Great Language Game How many can you recognize or guess at?
Books

Audio/Visual Media
  • Ted Talks -- You can filter by language. You might only get subtitles for some languages.
Other
  • http://lingua.ly/ - A Chrome browser app that allows you to double-click words in your target language to learn what they mean and how they are pronounced. It then adds them to a flashcard deck that you can practice.
  • Hola -I use this to access my Netflix account from other countries. Allows me to watch a lot of movies and shows in my target languages without having to search on the Internet for them.
  • Tunein - Radio stations from all over the world. 
  • Memrise ASCII course For help with remember those ASCII codes for all those accented letters 
  • ItchyFeet a lovely little comic on language learning and travel.
